Kagero has been good to me, too, I even run her in TRB build (dropping smoke for TRB). Her guns have good HE Penetration so she can even DPM Cruisers a bit. Her torps aren't the best, but the range is decent and the reload is good. Z-23 has treated me alright too because of her Hydro and hybrid play. She's outstanding if you want a simpler gun focused VIII DD while still chucking out some good IJN torps here and there. I haven't gone as heavy into DDs for Random Ops but have used a few.

But the selection of good, valid Tier VIII Cruisers is more wide open. I don't trust Vladivostok like I do a Bismarck. I don't trust an NC like I do Massachusetts.
